Delta Communicators, Inc. came into being in March of 1988 when it was officially registered with the Securities and Exchange Commission (SEC) of the Republic of the Philippines.
Like any organization, DELTA had to come from somewhere. And that somewhere is what used to be known as the Drug Abuse Rehabilitation Network, Inc. Youth Civic Action Services (DARNYCAS). This organization is a group of young men and women who found it necessary to continue the fight against drug abuse through preventive information and education. These group of young men and women, 24 in all, after finishing their Youth Civic Action Program (YCAP) which was a prerequisite for graduation in 1973 sought the help of their instructors to establish an organization because then fraternities were not allowed to exist in campuses, Martial Law being a year old.
In May, 1973, with the help of their Mentors and the Commanding Officers of the Constabulary Anti-Narcotics Unit (CANU), DARNYCAS was born as the Youth Arm of DARN in Far Eastern University. From FEU, YCAS expanded to other universities like the PSBA, UE, NCBA, Martinez Memorial College and many more with a total membership of over 4,000.
YCAS also had its ups and downs as an organization. In 1977, YCAS was left with only one chapter in FEU. This was because most of the founders had already graduated, but in the advent of the Citizen Band Radio Service in the Philippines, it got up and organized its communications arm which was duly recognized by the National Telecommunications Commission. Again its members in numbers still with the same objective.
In 1978, YCAS expanded outside Metro Manila establishing its first Chapter in Tarlac. From Tarlac, it had established other chapters in Nueva Ecija, Pampanga, Pangasinan and Baguio. When the ban of CB's was implemented in January of 1981, all chapters had ceased to exist with the exception of Tarlac. The members in Tarlac tried to shift to VHF but very few could afford until it had only five (5) members left in 1984. These members did not gave-up but instead exhausted all means to keep the organization alive to what it is now. Regaining its strength in 1987 with fresh members, and with the help of other members whose enthusiasm was encouraged by these remaining, they were able to establish again a network far stronger than the first. Now that everything is almost back in its place, its members found it necessary to make this organization permanent by registering it in the SEC with the name DELTA COMMUNICATORS, INCORPORATED. DELTA is the acronym for Disasters, Emergencies and Land Traffic Assistance, thus, its new objectives were born.
